of Objectives
The World Economic Development Congress
annually convenes over 1200 government ministers and business leaders from across the
globe in a dialogue for advancing the development of infrastructure and national
economies. The World Economic Development Congress
is a year-round initiative with a focus on building partnerships and developing strategies
to mobilize international investment capital, technology and expertise. The initiative
culminates in the flagship annual Congress.
The Congress aims to build government-private
sector partnerships and provide a forum for:
w Assessing future project
opportunities and closing current deals
w Shaping government policy and
encouraging political will for private participation
w Promoting consistency and
transparency in regulatory environments and fair competition in global markets
w Evolving best-practice models for
private sector participation
w Defining strategies for
mobilizing cost efficient capital from international and local markets
w Rethinking strategies for
mitigating, managing and allocating risk
w Improving the efficiency
transparency and lowering the transaction costs of infrastructure projects
A Year-Round Initiative & Partnership
Utilizing the media of Executive Summits, Advisory Briefings,
Market Studies and the Annual Congress as well as the web based e-Congress, this
initiative brings together the key players in infrastructure development for positive and
creative dialogue, year-round.
Initiatives:
w Quarterly Advisory Briefings
convene an invited group of senior representatives from partner governments, companies and
multilateral agencies to discuss critical issues that the Congress should focus on to
ensure its absolute relevance to all participants.
w Executive Summits convene leading
players in open forums to discuss critical issues in infrastructure development such as
finance and risk management.
w The World
Competitive Cities Congress and the US Infrastructure Congress
are major forums being inaugurated in 1999 in recognition of the importance of cities as
engines of growth in the global economy and the growing demand for infrastructure
development in the United States.

Summit Programs
The Eighth Annual World Economic Development Congress
includes five industry sector Summits which convene audiences of senior executives from
leading corporations, financial institutions, bi-lateral and multilateral agencies plus
legal and management advisors, together with ministers and senior government officials.
These interactive two-day Summits
take place on Thursday, September 23 and Friday, September 24, 1999 and include:
w plenary sessions highlighting the
key challenges of building public sector - private sector partnerships for infrastructure
development in that sector
w discussion roundtables hosted by
government ministers from the most dynamic markets for investment and focusing on
political will, policy initiatives and project opportunities in those markets
w focused sessions on specific
strategies for closing deals; structuring and mobilizing finance; managing risk; and
developing successful projects
