Under The MMA of 2003, e-Prescribing will be
optional for physicians and pharmacies. However,
Medicare will require drug plans participating in the
new prescription benefit to support electronic
prescribing. Compliance with these standards will
be required on January 1, 2006.

Under MMA, employers are offered tax-exempt
government subsidies if they continue current

| Enrollment lock-in restrictions will fundamentally
change how organizations meet their Medicare
Advantage acquisition goals. New strategies and
tactics will need to be deployed in order to take
full advantage of the six-week annual election
period and the three month open enrollment period
available to Medicare Advantage plans beginning
2007. Plans will need to prepare much earlier than
has historically taken plan in order to avoid missing
