Dr. Chin is an elected member of the National Academy of Medicine and a world renowned cancer genomic scientist who had authored or co-authored over 200 peer-reviewed publications, and delivered over 300 presentations in national and international conferences. At Dana-Farber Cancer Institute where she was a professor at Harvard Medical School and a senior associate member at the Broad Institute of MIT and Harvard, Dr. Chin conducted research in areas spanning mouse models of human cancers, cancer genomics, functional genomics and personalized medicine. Outside of her laboratory, Dr. Chin participated and held multiple leadership positions in The Cancer Genome Atlas (TCGA) project in the U.S. and the International Cancer Genomc Consortium (ICGC). In 2011, Dr. Chin moved to MD Anderson Cancer Center to create the first Department of Genomic Medicine with a mission to accelerate the translation of scientific advances and democratize the best care to more patients outside of academic centers through applications of technologies, data and AI analytics. In 2015, recognizing the value of real-world health and health-related data, Dr. Chin launched the Institute for Health Transformation as Chief Innovation Officer for University of Texas System to develop REDI (Real-world Education, early Detection and Intervention), an infrastructure platform for a connected healthcare delivery ecosystem. Collaborating with leaders from different industries, including PwC, AT&T; and Walmart, engaging with local stakeholders from federally qualified health center to community-based programs, Dr. Chin established a prototype ecosystem in one of the poorest communities of South Texas and demonstrated how purposeful data sharing across entities and insight-driven actions can improve diabetes management for a vulnerable population. Dr. Chin believes that such platform will not only enable more effective and patient-centric chronic disease care during peace time, but also serves as a network infrastructure for rapid responses at times of emergency. A mother of three teenagers, Dr. Chin is also an entrepreneur who has founded or co-founded 3 cancer therapeutic, biomarker and AI companies.

Merrill Friedman leads the Disability Policy Engagement team and stakeholder advocacy strategy for Anthem, a leading health benefits company serving nearly 71 million people nationwide through its affiliates. She works collaboratively with consumers, advocates and stakeholders to ensure the diverse interests and preferences of older adults, individuals with disabilities, and children, adolescents and young adults involved in the child welfare and juvenile justice programs inform Anthem’s health benefits approaches and health care programs. Ms. Friedman also advances the integration of the independent living philosophy, principles of self-determination and the National Advisory Board on Improving Health Care Services for Older Adults and People with Disabilities' six foundational principles throughout these programs, as well as Anthem’s member interactions and business practices. In addition, she leads strategic partnerships with national and local organizations to advance the development of inclusive public policy. Previously, Ms. Friedman was interim director at a nonprofit foster care agency serving at-risk children and adolescents who experienced severe neglect and physical abuse. She also served as president and chief executive officer of a private organization that owned and operated residential treatment facilities, group homes and home and community based services in several states for adolescents with mental health, substance use disorders and/or intellectual disabilities.

Ms. Friedman is a leader in the child and adolescent services field including foster care, behavioral health, intellectual and developmental disabilities, and justice involvement, and has extensive experience in program development, new business growth and operations management of home and community-based services and programs.

Ms. Friedman was appointed by President Barack Obama to the President’s Committee for People with Intellectual Disabilities. Currently, Ms. Friedman serves on the board of directors for the Long-Term Quality Alliance (LTQA) and Family Voices. She is a council member for the Americans with Disabilities Act Legacy Project and serves on the Virginia Department of Health and Human Resources Secretary’s Blueprint for Livable Communities Citizen Advisory Group.

Stephen H. Lockhart, M.D., Ph.D., assumed his role as chief medical officer in January 2015. Dr. Lockhart oversees patient-care quality and safety, research and education for the not-for-profit Northern California health care network, bringing more than 30 years of experience as an administrator, board-certified anesthesiologist, professor, environmentalist and humanitarian.

The only child of a single parent, Dr. Lockhart grew up in St. Louis, Mo. An extended family determined to give him the finest education possible supported his passions for music, sports, mathematics, environmental science, foreign languages and community service.

At 16, Dr. Lockhart entered Washington University, earning a bachelor’s degree in mathematics. He studied economics as a Rhodes Scholar at Oxford University and earned a doctorate in biostatistics from Cornell University Graduate School of Medical Sciences and a medical degree from Cornell University Medical College. Dr. Lockhart completed his residency and fellowship training at the University of California, San Francisco, where he taught for several years and began his 25-year career as an anesthesiologist. He joined Sutter-affiliated California Pacific Medical Center (CPMC) in 1991.

Dr. Lockhart’s many successes at Sutter Health include developing a centralized physician credential-verification model and championing a surgical training and simulation suite equipped with high-definition video technology that improves education and patient safety.

Dr. Lockhart also volunteers for humanitarian causes. In 2010, he organized Sutter medical teams to treat victims of the Haiti earthquake and returns to the country yearly as a volunteer with global organization Partners in Health. He raised money to bring Haitian doctors to Sutter-affiliated Samuel Merritt University for surgical training and helped support a Haitian orthopedic residency program. A lifelong outdoorsman, Dr. Lockhart serves on boards encouraging environmental stewardship and youth mentorship, including NatureBridge, the National Parks Conservation Association and Recreational Equipment Inc. (REI). In 2009, President Obama’s Champions of Change program recognized Dr. Lockhart and 13 others nationwide as the Next Generation of Environmental Conservationists. Dr. Lockhart lives in Oakland, Calif. with his wife, Karen, and their daughter, Anna.

Janet has led Health Share since its inception in April, 2012. Health Share of Oregon is the state’s largest Coordinated Care Organization serving more than 300,000 Oregon Health Plan members in the greater Portland region. She has been in leadership roles in Oregon’s Medicaid program for the last 15 years and has worked in the managed care industry for more than twenty five years in Colorado and Oregon. Janet earned her M.H.A. from The University of Michigan in 1989 after completing her B.S. in Public Administration at The University of Oregon. Go Ducks.

Donna Persaud, MD, is Vice President of Clinical Leadership at PCCI a leading, nonprofit, artificial intelligence and cognitive computing organization. She is a board certified pediatrician with 30 years of experience serving the medically underserved.

Dr Persaud has extensive experience in advancing healthcare delivery systems and population health by connecting traditional medical practices and innovative technology with a special focus on social determinants of health. Prior to holding her position at PCCI, Dr Persaud was Chief and Medical Director of Pediatrics for Parkland Health and Hospital System, Dallas County large safety net serving a diverse and under resourced population. Accomplishments over that tenure include project leadership of $45M Delivery System Reform incentive Payment Program demonstration projects aimed at dramatically increasing the number of patients with access to person centered care. Build and implement electronic disease registries to address gaps in care and improve patient outcomes. Additionally Dr Persaud collaborated with Parkland’s provider owned Medicaid Managed Care Organization to create a pediatric population health asthma program driven by predictive analytics for 17 urban Dallas practices resulting in 12 M in savings over 3 years from decreased ER visits, and hospitalizations.

Over her career Dr Persaud has published in peer reviewed journals on health care education, asthma outreach programs in schools, shared medical visits, child abuse, and HPV vaccine decision making. Dr Persaud completed her medical degree at the University of West Indies, Pediatric Residency at University of Miami Jackson Memorial Hospital and Academic Fellowship at UTMB Galveston. She also holds an MBA from the University of Texas, Dallas. She has received several awards including Parkland Distinguished Physician Award and has served on National Committees for Pediatric Quality Metrics and Expert Panels for Social Determinant of Health Screening. She remains on the medical staff of Parkland Health & Hospital System and Children’s Health and serves as Volunteer Faculty for UT Southwestern and Guyana Pediatrics.

Susan Steppe, LAPSW is an administrative social worker with more than 30 years of experience in developing and implementing programs for at risk children and their families. She has previously served as statewide director of child welfare programs for the State of Tennessee, Department of Children’s Services, Regional Administrator of Davidson County, Nashville, TN, and as the Director of Social Work at Le Bonheur Children’s Hospital. In 2012, she collaborated with Dr. Christie Michael (Clinical Immunology) to develop the multi-disciplinary CHAMP high-risk asthma program, originally funded by the Centers for Medicare/Medicaid as a healthcare innovation project. She is currently the Program Director of Le Bonheur CHAMP and co-investigator of this project. Additionally, she is now working to develop population health programs in zip code 38109 in Memphis, Tennessee.
