Vincent Gouarn� Head, Water and Sanitation Division The World Bank Vincent Gouarn� heads up The World Bank’s global unit which provides sector inputs to the Bank’s country-based operations departments. Mr. Gouarn� joined the Bank in 1989, and worked on municipal and water financings in Latin America, Eastern Europe and the Middle-East. Previously, he held project and unit management positions in two France-based consulting firms. Mr. Gouarn� earned his M.Sc. at Ponts et Chaussees and U.C. Berkeley, and his Ph.D. from Paris University. |
