Initiating Innovation:
Harnessing Military Technology to Improve Healthcare Collaboration and Decision-Making
An information-laden world demands a non-linear process that is driven by the marriage of technology with business processes and consumer needs. Using the cutting-edge Command-Post-of-the-Future (CPoF) as a real-world example, McManus, Kolojejchick, and General O’Neal show how, through funding from DARPA, MAYA developed what General Paul F. Gorman called "...the greatest advance in technology for command and control in the past 30 years..." CPoF allows the fluid transfer of the perspectives of individual commanders among all participants on the battlefield. Through real-time, collaborative visualizations, participants can easily extract meaning from data and understand the possible outcomes of actions, thus making better decisions more quickly and more efficiently. You will learn about the creative approach that gave rise to CPoF, and how it can be applied to your own business processes.

Is Your Organization Ready for a Clinical Information System?
Setting up governance, process and communication channels across all business units that align individual needs with a global strategic plan can be challenging. In order to make wise choices as to when and what to implement, a strong commitment throughout the organization is needed including physician commitment and participation, a means to educate everyone in the organization, and a degree of flexibility on all sides.

Based on real-life experiences, concepts presented include:
  • Gaining commitment throughout the organization
  • Establishment of an advisory council
  • Communicating vision, goals, and setting realistic expectations
  • Focusing on systems implementation as a continuous process
  • Champions, owners and sponsorship
  • Measurement to objectives
  • Establishing the need for systems in the organization
  • Strategy for change management
  • Demonstrated community benefit - both clinical and economic

Clinical Information System: Enterprise vs Best of Breed
The CIO's desire to simplify enterprise architecture and reduce the number of integrations to disparate departmental systems is very appealing but this desire is sometimes in conflict with the clinical goals of improved outcomes, improving quality of care and improving clinical workflow. Successful implementation of information systems in the clinical environment requires careful attention to both technical and clinical issues.

This session will focus on the many challenges being faced by CIOs in the implementation of clinical information systems and the potential clinical impact of their decisions : outlining strategies for successfully engaging the clinical staff in the implementation process by supporting clinical workflow as well as discuss the pro's and con's of enterprise vs. best of breed solutions in solving workflow issues commonly encountered in the acute care environment.

Integrated Clinical Information Systems in Rural Environment
Billings Clinic is an integrated health care delivery system which provides services that supports its mission. One of the services Billings Clinic provides in support of the mission is cost-effective, advanced financial and clinical information systems to regional health care providers. In 2001, Billings Clinic embarked upon an initiative to further improve patient safety and clinical quality. Through this initiative the role that information technology contributes to overall patient care was quickly realized.
  • Billings Clinic used an accelerated approach by taking "best practice" content and applying these principles to a large complicated health care environment. By using best practice, Billings Clinic is able to implement clinical information systems to regional providers in a more cost-effective approach. Without the assistance from Billings Clinic, rural providers would not have the opportunity to implement this technology.
  • The implementation of a robust integrated clinical information system provides real time access to all information captured electronically and minimizes the number of interfaces required with foreign systems. Having all information in a common repository supports clinical practice by collating and displaying critical information to support clinical decision making.
  • Clinical information captured as a result of the implementation of CIS at Livingston HealthCare will reside in a common database with Billings Clinic and other regional sites. The advantages of an integrated system and database include the ability to create a longitudinal patient record that is available at all facilities.
Key points include:
  • Risks and Rewards
  • Key issues - Security, Interface Requirements, Workflow, Training, Device Strategy
  • Financial Strategy

GUI Design Characteristics Needed to Enhance Physician Use of Software and IT
GUI design failures contribute 95% of all IT application use failures for physician users. Specific factors not generally found in software created for use in healthcare can effectively reduce physician frustration with software and IT in general while concurrently driving up the overall quality of care patients receive. 10-13 specific design characteristics required to maximize physician utilization will be reviewed (based on research conducted at Univ. of Missouri) and an overview will be provided of a successful practice reporting system developed using the required design characteristics.
