- Rising health care costs remain the nation’s primary health care challenge. Health reform will greatly expand coverage but there are significant questions as to whether the delivery system reforms will effectively control costs.
- The absence of meaningful delivery system reform will lead to radical cuts across-the-board to lower prices but will not fundamentally transform the health care delivery system.
- At the federal level, funding health entitlement programs will require unprecedented borrowing from foreign lenders, but the economic consequences of mounting federal debt will make cost containment a national security priority
